Canada held a new PNP draw under the Express Entry system on February 15, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 699 Invitations to Apply (ITA) to candidates under the Provincial Nominee Program (PNP) in the second PNP-targeted draw of the year. In round #241, the cut-off score was 791 points.  The tie-breaking rule for this round was February 8, 2023, at 18:09:01 UTC. As of February 15, 2023, there were 240,264 profiles registered in the Express Entry pool, 849 more than the previous update. In 2023, in total, Canada issued 15,892 invitations. Details of the New PNP draw under the Express Entry  On February 15, 2023, the fifth Express Entry draw of the year was placed. 699 invitations to apply (ITA) were sent out to PNP candidates in Express Entry draw 241 with a minimum Comprehensive Ranking System (CRS) score of 791.  Only candidates in the Provincial Nominee Program were qualified for the draw. In 2023, this was the third program-specific draw; the first two were held on February 1 and 2, respectively. Only candidates who had already received provincial nomination were invited to the February 1 draw, whereas the Federal Skilled Worker Program's draw on February 2 was program-specific (FSWP). Express Entry Draws 2023 Express Entry has had a unique beginning to the year thus far. From the end of November 2022 to the beginning of January 2023, draws had been delayed for 11 weeks due to what was probably an IT system issue. On Wednesday afternoons, draws have typically been held every two weeks. However, the second draw of the year took place on January 18th, a week after the first draw on January 11th. Two weeks later, the third draw did occur as scheduled Express Entry via the Provincial Nominee Program  Along with submitting nominations for foreign nationals through the current paper-based process, provinces and territories (PTs) that run Provincial Nominee Programs (PNPs) can also submit nominations for candidates through the Express Entry pool. This year, Canada provided provinces with multi-year allocation plans for the first time. The plan includes an unprecedented 44 percent growth in PNP allocations for 2023 and offers potential numbers for 2024 and 2025. Despite the Federal Government’s decision not to release the Multi-Year Allocation Plan publicly, many provinces have taken matters into their own hands and made these allocations available on their websites. Alberta, Manitoba, Saskatchewan, and Alberta have already provided their PNP allocations for the following years.   Canada expects to accept more newcomers through provincial nominee programs (PNPs) in the coming years. This happens at a time when it is expected that over 105,000 immigrants will come to Canada through the PNP each of the next three years. In fact, according to the Immigration Levels Plan 2023–2025, 105,500 Canadian immigrants will come to the country under the PNP this year and 117,500 are expected to do so by 2025.   Details of Provinces to Welcome more immigrants via PNPs  One of the provinces that just revealed the number of nominations it anticipates this year and in the years to come is Alberta. Alberta will be able to present 9,750 nominees in 2023 as compared to 6,500 in 2022. The province expects to be able to issue 10,140 nominations in 2024 and 10,849 nominations in 2025 following it. Also revealing its allocations for 2023 is Manitoba, which claimed a 50% rise to 9,500 nominations. Saskatchewan received 7,250 nominations, the most it has ever received. According to the province, this rise will result in 18,000 newcomers, including nominees, their spouses, and dependents, this year. In 2024 and 2025, accordingly, Saskatchewan expects 8,000 and 8,500 nominees.   PNPs Multi-Year Allocation Plan  The Canadian Museum of Immigration in Halifax, Nova Scotia held a meeting of the Forum of Ministers Responsible for Immigration (FMRI) on March 10, 2022, to continue discussions on the future of immigration in Canada. The progress made in improving the capacity of Canada’s immigration system to meet economic and regional needs pleased the ministers, who focused on promoting collaborative efforts to tackle pan-Canadian immigration priorities. Ministers discussed ways to speed up the application processing process, reduce duplication, and give provinces and territories greater authority over provincial nominee programs (PNPs) as a follow-up to the July meeting. The economic immigrant selection was also a subject of discussion. The first-ever multi-year allocation plan of IRCC, which calls for an exceptional 44% increase in PNP allocations for 2023, was warmly welcomed by ministers. Canada will hold more PNP draws in the coming years The recently announced Immigration Levels Plan will significantly increase permanent residents arriving in Canada, the majority under the Provincial Nominee Program.  In 2022, 83,500 new permanent residents were invited to Canada through this program, but that number is set to jump 20,000 higher next year – 105,000 total – due to the recent Immigrations Level Plans changes.    Recent Immigrations Level Plans changes Highlights With targets of 465,000 permanent residents in 2023, 485,000 in 2024, and 500,000 in 2025, the government is keeping this ambition. The plan also places a strong focus on recruiting immigrants from various countries across the world, particularly rural and small-town areas.   With approximately over 60% of admissions in the economic class by 2025, there will be a long-term focus on economic growth.   Using new Express Entry features to accept immigrants with the necessary skills and talents in fields with severe labor shortages, such as STEM, healthcare, manufacturing, and building trades (Science, Technology, Engineering, and Math).   Increases in regional programs such as the Provincial Nominee Program, the Atlantic Immigration Program, and the Rural and Northern Immigration Pilot to address specific local labor market needs   Boosting the speed of family reunions.   Ensure that at least 4.4% of brand-new permanent residents are francophone outside of Quebec.   Support for global crises by giving refuge to individuals facing siege, especially by extending the Economic Mobility Pathways pilot.   PNP Targets will increase. Most of the new immigrants who become permanent residents are doing so through economic-class initiatives like the Provincial Nomination Programs (PNPs). By 2024, the PNP target will be 110,000, and by 2025, it will be 117,500. Therefore, one-fifth of all new permanent residents admitted in 2025 will come through the PNP. The PNP will continue to be Canada’s major program for accepting immigrants for economic class, and its targets will also increase. On August 5, 2022, the Government of Canada updated instructions for the Rural and Northern Immigration Pilot (RNIP) regarding the application assessment against selection criteria. The new instructions clarify the sections of confirmation of community recommendation, education, qualifying work experience, and job offer requirements.  In addition, the Government has also added a new section on the RNIP’s website. The new section states that if a foreign national is in Canada at the time of their permanent residence visa application, he or she must possess a valid temporary resident status.
