Healthcare authorities recruited healthcare professionals overseas to address a severe labor shortage last year, resulting in increased immigration from internationally-trained nurses, orderlies, and other healthcare workers.  According to the latest data, 2,595 new permanent residents came to fill healthcare openings through the Express Entry system last year, up 28.1% from 2,025 the previous year.  Last year, Immigration, Refugees and Citizenship Canada (IRCC) made nurse aides and orderlies eligible for the Express Entry Federal Skilled Worker (FSW) program, as demand was very high for these highly-skilled workers.    The following job titles and occupational codes are included in Canada’s National Occupational Classification (NOC) 2021 system of identifying occupations: nurse aide or orderly – (NOC) 33102 medical chemist – (NOC) 21101 medical archivist – (NOC) 12111 medical examiner – (NOC) 41310 medical secretary – (NOC) 13112 medical biochemist – (NOC) 21101 medical physicist – (NOC) 21100 health care assistant – (NOC) 33102 medical laboratory assistants and related technical occupations – (NOC) 33101 other assisting occupations in support of health services – (NOC) 33109   On November 16, the IRCC introduced 16 more occupations to its list of qualifying occupations under that worker immigration program, changing the FSW in a way that made that possible. Due to this, 359 additional occupations became eligible for the FSW on the day the IRCC’s (NOC) 2021 came into effect.  Through the Canadian Experience Class program of the Express Entry system, healthcare workers can also immigrate to Canada. Provinces and territories can also nominate healthcare professionals for permanent residency through their Provincial Nominee Programs (PNP) if they meet particular regional labor market requirements and intend to settle in that province or territory. Provinces may suggest individuals for their non-Express Entry paper-based streams or they can recruit applicants from the Express Entry pool.   The Honourable President of Canada, Sylvian Brousseau stated that: “The wait times for medical and surgical operations are getting longer and longer in Canada, and it’s getting harder for people to get the care they need. “We have seen many stories of emergency departments closing down or reducing their hours of operation in many parts of the country just over the past few weeks,” he continued. The Government of Canada has recently expanded its list of foreign nationals who can purchase homes to include temporary foreign workers with at least 183 days left on their work permits. However, these individuals can only buy a maximum of one residential property due to the two-year ban that was implemented on January 1, 2023.  In addition to altering existing policies, the government has redefined the interpretation of a foreign-owned company, thereby permitting firms to have a greater proportion of foreign ownership without being deemed as international enterprises.   The restriction was then extended in early December by Ottawa to include any vulnerable individuals with temporary visas who are fleeing a conflict or those who have already filed for refugee status in Canada. Immigration Minister Sean Fraser has the ability to grant those exemptions. Canada now excludes foreign nationals and businesses who plan to purchase vacant land and develop it for residential or mixed-use, as well as temporary foreign workers with six months left on their work permits.    Housing and Diversity and Inclusion Ahmed Hussen, say the most recent exemptions to the norm are designed to provide immigrants and businesses looking to invest in Canada greater flexibility. The number of permanent residents becoming Canadian citizens has plummeted since 2001 as Canada reaches record-breaking levels of immigration, new data from Statistics Canada reveals that almost half of the recent immigrants are forgoing Canadian citizenship. Over the past two decades, Statistics Canada’s figures demonstrate a remarkable drop-off in permanent residents electing to take on Canadian citizenship – by as much as 40%.  The Institute for Canadian Citizenship has also cited these numbers to support the findings. In 2021, 45.7% of permanent residents who had been in Canada for less than ten years obtained citizenship – a notable drop from the 60 and 75.1 percent rates observed in 2016 and 2001.   Getting citizenship in the host country has many advantages for both immigrants and the local population. For instance, obtaining citizenship allows immigrants to vote, provides them the ability to influence politics, and may increase their economic opportunities. (Bratsberg, Ragan, and Nasir 2002; Hayfron 2008) Among the major Western countries, Canada has one of the highest citizenship rates (the percentage of immigrants who become citizens) (Picot and Hou 2011). Data shows that, among recent Canadian immigrants, the rate has been dropping. This research explores the extent of this downward trend, the duration, and how it varies among different immigrant groups.   The analysis’s main focus, the citizenship rate among immigrants who have resided in Canada for 5 to 9 years, fell from a high of 75.4% in 1996 to a low of 60.4% in 2016. (Chart 1 and Table 2). 7.1 percentage points between 2011 and 2016 and 5.5 percentage points between 2006 and 2011 comprised the majority of this decline, which occurred in more recent intercensal years. The declines between 1996 and 2001 as well as between 2001 and 2006 were much less significant. These are basic statistics, however different immigration groups may show different trends. The analysis focuses on the change in the citizenship rate among groups divided by family income, fluency in an official language, level of education, and source country or region to determine whether this is the case.    Permanent Residents in Canada  An immigrant to Canada who has been granted permanent residence status but is not a Canadian citizen is known as a permanent resident. Sudbury considered 27 applications under the RNIP on March 29, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 27 candidates. The lowest score of these draws was 270 points, 25 points more than in the previous draw. Five of these candidates were drawn through the Francophone Stream.  Last year, in total, 154 applicants were invited. Sudbury has recommended at least 276 individuals under the RNIP since the program’s launch. Canada is anticipating welcoming unprecedented numbers of immigrants over the following three years. Labor shortages are an integral factor in encouraging large-scale immigration into the country.   Remarkably, Canada has recovered from the COVID recession. Over the past year, Canada’s economy grew at the highest pace among the nations of the G7, and 830,000 more Canadians are employed currently than there were before the outbreak. Eight months in a row of declining inflation, a near-record low unemployment rate, and a record high for women aged 25 to 54 who participated in the job market, reaching 85.7% in February, all point to positive economic developments in Canada.   Canada Budget 2023 Builds Significant Development  Budget 2023 offers targeted inflation relief for 11 million Canadians and families that are most in need through the new Grocery Rebate, providing up to a total of $467 for authorized couples with children; an extra $234 for single Canadians; and an extra $225 for seniors, on average. The government also announces a new Canadian Dental Care Plan in Budget 2023, which will provide coverage for up to nine million Canadians and ensure that no one is forced to choose between their health and their ability to pay their monthly bills.   Canada Budget 2023 Impact on Immigration  Every year, Canada announces a budget that acts as a guide for the coming fiscal year’s spending. On March 27, 2023, The Government of Canada launched the Immigration System for the future of Canada’s immigration system. This innovative initiative seeks to understand the perspectives of various partners and stakeholders to shape a vision of how immigration can empower communities across Canada. As part of this initiative, the Government will review current policies and programs while gathering insights from all involved parties.  From March 27 to April 27, 2023, anyone interested in immigration can participate in the survey. Interested individuals can access the 15-minute anonymous survey online.   The Honourable Sean Fraser, Minister of Immigration, Refugees, and Citizenship stated: “We have the opportunity to consult with clients, stakeholders, and individuals experienced with immigration in Canada in order to get your feedback on the best ways to serve and strengthen our communities from coast to coast. I urge everyone in Canada to take the time to share their thoughts and opinions with us so that we can create an immigration system that will benefit Canada for many years to come.”   Establishing a strong immigration system that benefits all stakeholders requires cooperation. The government cannot develop policies and programs in a silo and expect all Canadians to benefit from them. In order to fully understand their needs and perspectives, it must instead interact with stakeholders from all tiers of government, business, academia, settlement organizations, and clients. ESDC published new processing times for LMIA applications on March 13, 2023, Employment and Social Development Canada (ESDC) updated the processing times for the Labour Market Impact Assessment (LMIA) applications under various streams.  Based on statistics from all processing centers, the current average LMIA processing times are reduced for the Global Talent, Agricultural, and High-wage streams while increasing for other programs. Global Talent Stream – 9 business days (-1 day) Agricultural stream – 15 business days (-3 days) Seasonal Agricultural Worker Program – 12 business days (+1 day) Permanent residence stream – 25 business days (+8 days) In-home caregivers – 29 business days (+4 days) High-wage stream – 33 business days (-1 day) Low-wage stream – 36 business days   Details of new processing times for LMIA applications Service Canada is committed to offering all Temporary Foreign Worker Program (TFWP) applicants an excellent client experience and understands the importance of the program in addressing Canada’s labor shortages and meeting the demands of Canadian businesses.   Application processing times for Labour Market Impact Assessments (LMIA) may vary depending on the process, based on how many applications the TFWP received. You can speed up processing times while IRCC is committed to processing all LMIA applications as quickly as possible by: Application submission through the LMIA Online Portal Before submitting your LMIA application, make sure it is completed ensuring that all required documents have been signed by the signing authority providing extra information or documentation as quickly as Service Canada requests it   What is the LMIA Online Portal?  The LMIA Online Portal is a reliable and safe online tool. It enables employers in Canada and third-party representatives to submit an LMIA application to Service Canada on their behalf. You will be able to do the following in the LMIA Online portal once you have a Job Bank account created: submit an LMIA application 24 hours a day and 7 days a week complete or return to an LMIA application before submitting it to Service Canada upload supporting documents securely pay LMIA fees, if applicable get real-time updates on the status of your application view correspondence and decision letters issued by Service Canada review previously submitted applications access and follow the status of your application when a third-party representative is submitting an LMIA application on your behalf   What is a Labour Market Impact Assessment (LMIA)?  Before hiring a foreign worker, a Canadian employer may be required to get a Labour Market Impact Assessment (LMIA). A positive LMIA will demonstrate that a foreign worker is needed to finish the job. Additionally, it will show that no Canadian citizen or permanent resident is suitable for the position.
